time accounting in shift summaries

There is a new version of the shift summary template in
~da_ktev/doc/shift.template. The accounting of beam and datataking time
at the top of the shift summary is intended to help us measure our
datataking efficiency. Therefore, the number of hours "with beam
available" should be the amount of time that the accelerator was able to
provide beam -- if beam is steered away because we are on access, that
still counts as time with beam available. Hours of E832 datataking should
be the time between the starts and stops of runs during which beam was
available.
